The PoolSafe Quality Management Scheme (PoolSafe) is an independent assessment of public pools to ensure that their operations and facilities are safe.
There are currently 214 public pools in New Zealand and over 140 of those are members of the PoolSafe scheme. For a list of current Poolsafe pools, please click here
Jointly developed in 2001 by the New Zealand Recreation Association (NZRA) and Water Safety New Zealand (WSNZ) Poolsafe is an industry led, voluntary management system designed by the industry for the industry. It enables peer to peer assessment and moderates the delivery of public aquatic facilities services, with the direct intent to limit serious harm to their communities.

NZRA will help facilities joining the scheme to meet the PoolSafe criteria by way of providing advice, guidance, resources and templates.
New Criteria For 2017-18
- The area of water and physical and environmental obstacles each lifeguard supervises, e.g. glare, dead water
Facilities with dedicated Learn to Swim pools, private pools and/or spa pools, saunas and steam rooms
- NOP must clearly state procedures for dealing with the private pools/spa and sauna/steam rooms relative to the facility
- Must detail the water treatment qualifications held by the relevant staff
Poolsafe Membership Fees
The following is the fee structure for PoolSafe:
Meets all standards at the first visit and no further follow up is required by the Assessor.
Cost $650.00+GST membership fee
Meets most standards at the visit but fails in a number of areas. The facility does not have PoolSafe accreditation until all requirements are met (PENDING).
As a result of the failure a follow up is required by the assessor/NZRA to ensure compliance and change has been undertaken based upon the assessor feedback and recommendations OR significant follow up is required by the Aquatics Project Manager (not necessarily a second visit).
Additional cost $650+GST penalty.
Removed from PoolSafe scheme:
Fails consistently at the visit and follow up visits. Does not provide evidence that the standards have been achieved nor that the feedback from the assessor has been actioned.
A formal letter written to property owner advising of the non-compliance, and partners advised of non-compliant facilities. If non-compliant after two visits, the organisation/facility will be removed from the scheme and a letter will be written to WorkSafe New Zealand, WSNZ and the facility owner about the facility's repeated non-compliance.
A facility can apply to be part of the PoolSafe scheme the following year at a cost of $650 + GST. The expectation will be that all requirements will be met at the first visit.
Poolsafe Post Serious Incident Checklist
The New Zealand Recreation Association (NZRA) and Water Safety New Zealand (WSNZ) recognise there is a need to support aquatics facility owners, managers and staff if a fatality or an incident resulting in serious harm occurs.
NZRA can offer support and advice if a serious incident occurs at an aquatic facility.
Poolsafe Serious Incident Review Service
NZRA provides an independent and objective review service for incidents involving serious harm or fatality.
If a review is conducted, representatives of NZRA may visit the site to gather information. An impartial report will be constructed based on the findings, and the report will be provided to the facility manager confidentially.
This review service is in the interest of the public, the aquatics sector and government agencies with statutory responsibilities for workplace and water safety.
Key findings from these reviews may be used to help illustrate and improve aquatics industry best practice, without mention of the specific facility. These findings will improve the industry’s ability to track serious harm incident trends, enabling facilities to prevent similar incidents from occurring.
The PoolSafe incident review service is not an official investigation, but rather a peer review conducted by industry personnel.
Annual Incident Reviews
PoolSafe Incident ReportFacilities that are members of the PoolSafe Scheme are required to provide information for the Annual Incident Review.
This information is very important and it’s critical we have a high return rate to ensure comparability with the statistics from the previous year. All information received is confidential and will only be used as complete industry numbers, and not focussed on individual facilities, i.e. 'the total number of visits to PoolSafe Pools was X'.
NZRA and Water Safety New Zealand produce signage for PoolSafe pools on request. These signs reinforce rules for supervision and responsible behaviour at aquatic facilities. Signage comes at a cost of $55 including GST and postage. Contact firstname.lastname@example.org. to order.

NZRRP - ActiveCV
To ensure that your PoolSafe Assessor can use the online NZ Register of Recreation Professionals (www.nzrrp.org.nz) to verify the qualifications your lifeguards hold, you need to register your facility on ActiveCV and then link to your lifeguards to your facility.

Please note that although multiple pools often sit under one umbrella organisation, each facility requires its own unique account because PoolSafe is awarded to individual facilities. Lifeguards are able to link with multiple facilities if they work at more than one.
