Submission on exploring charging for access to some public conservation land

Recreation is a major contributor to the physical and mental health of individuals, and to the resilience of our communities. We believe access fees should not undermine New Zealanders’ rights to access public conservation land, which has been a longstanding pillar of recreation and conservation policy in Aotearoa.

Overview of general comments

Recreation Aotearoa acknowledges the financial challenges that the Department of Conservation (DOC) face in managing public conservation land. However, we do not support broad access charges as a primary solution to address funding gaps. Before introducing fees, DOC should first optimise existing revenue tools, such as the International Visitor Levy, concession fees, and car park charges. If access fees are considered, they must be part of a wider visitor management strategy, used as a last resort, and should not undermine New Zealanders’ rights to free access. Recreation Aotearoa supports charging only international visitors and reinvesting revenue locally to maintain infrastructure and enhance conservation outcomes. We urge DOC to ensure transparency, equity, and community involvement in decision-making, aligning any charges with Te Tiriti o Waitangi obligations.
