Overview of general comments
Recreation Aotearoa supports a shared, long-term approach to infrastructure planning in Aotearoa and commends its broad scope. However, we note that the discussion document leans towards a traditional view of infrastructure, overlooking the role of recreation spaces in community wellbeing. We advocate for recognising three key types of recreation infrastructure: built facilities (e.g., playgrounds and skate parks), non-built spaces (e.g., parks and cycle paths), and infrastructure designed to encourage activity (e.g., walkways alongside roads). Integrated planning is crucial, as demonstrated by regional Sport and Recreation Facilities Plans. We also urge the adoption of the NZ Treasury Wellbeing Framework to ensure a holistic approach to infrastructure development. Prioritising Active Design and universal design principles will create inclusive, accessible spaces that support movement and connection. Finally, we emphasise the need to account for the social value of infrastructure investment, ensuring decisions enhance the wellbeing of all New Zealanders.
